Morang jail overcrowded; inmates face hardships

KATHMANDU, July 20

Morang Jail has the capacity to hold only 150 people. 
However, the total number of inmates at present is far beyond its capacity.
It accommodates 381 people, which is more than half of its actual capacity.
 
Though the jail directives states that the capacity of the jail has to be 250, 
Chief District Officer Dolakh Bahadur Gurung reports it to be only 150.
 
A field visit conducted by the Kathmandu School of Law,  on behalf of the 
Prisoner’s Legal Aid, reveals astounding facts on the condition of Morang Jail. 
The inmates were recently hit by a wave of  viral influenza.
 
Most astounding of all, one of the rooms was found to be accommodating a 
maximum of 60 people. The minimum was  discovered to be 16 persons.
 
According to the report of the field visit, the jail has a total of 13 rooms 
divided among 381 inmates.

The jail had no separate room for housing the sick.
One room was kept vacant  for those suffering from viral influenza.

Clause 6 (e) of the Jail Act 2019 has explicitly provided for a separate room 
for the treatment of the sick inmates. 

More  than 100 prisoners of the jail had recently suffered from viral influenza.
